In addition to working together in new ways to create systemic change, partners must be able to develop, adopt, adapt, and execute strategies that overcome obstacles that have limited economic opportunity, especially in rural and urban communities. This means moving beyond Band-Aid fixes and addressing problems at their roots. Strategies that truly can benefit everyone require a deep analysis of what has frustrated past efforts; understanding the impact of historical factors on current systems and outcomes; identification of the most promising approaches being utilized around the nation; and the ongoing measurement of whether change is happening. Lasting change requires that our eyes be wide open and willing to change course when necessary.
